XXXI UPAV CONGRESS 
Technical-Scientific Papers Evaluation

REGULATIONS FOR TECHNICAL / SCIENTIFIC PAPERS

The Instituto Brasileiro de Avaliações e Pericias de Engenharia (IBAPE) announces the Property Valuation Technical Papers Awards, that will   take place during the XXXI Pan American Union of Valuation Associations (UPAV) Congress, held from October 17th to  19th, 2016, in Rio de Janeiro Brazil. 

CHAPTER I - NATURE OF THE PAPERS 
Article 1 - The papers must represent a contribution to the property valuation development from the point of view of the standards, training and research. The papers should contribute to the performance and productivity improvement of valuation services, through the development of new technologies. 
Sole paragraph - Compilations, transcriptions and translations will be rejected, as well as reproductions or adaptations of papers presented in former international conferences or papers focused on the commercial promotion of a particular brand or company. 

Art. 2 - The valuation papers must be presented in Portuguese, Spanish or English, according to the following themes: 
•    Urban Real Estate 
•    Rural Real Estate 
•    Real Estate Developments
•    Machinery, Plants or Industry Assets in general 
•    Natural and Environmental Assets 
•    Heritage Assets
•    Intangible Assets 

Art. 3 - Only papers that address issues related to the valuation of properties and assets of any kind will be considered. 
Sole paragraph - Appraisal reports presented in the form of professional papers will not be accepted, unless changed into the format specified in this Regulation of Technical / Scientific Papers, describing an objective case study.

CHAPTER II - ELIGIBILITY OF APPLICANTS 

Art. 4 - For the paper presentation in the XXXI Congress at least one of the authors must be a member of an UPAV affiliated association, and this condition must be proved. 

Art. 5 - Under no circumstances a paper will be accepted without at least one of the authors being formally registered in the congress.

Art. 6 - The same right extends to special guests, honorary members and the International Valuation Standards Council (IVSC) members, being, however, prohibited in the Congress, the awarding of third parties. . 

Art. 7 – Any member of the XXXI Congress Committees, including the members of the Technical Committee, may submit papers; however, none of these members are  entitled to being awarded, only being allowed to oral presentation of the paper and its publication in the proceedings.

CHAPTER III – PAPER SUBMISSION 

Art. 8 - The deadline for the submission of papers is July 30, 2016, until 11:59 PM (Brasilia Time = -3 GMT). 
Sole paragraph – In order to submit a paper, at least one of the authors must be formally registered in the XXXI UPAV Congress. 

Art. 9 - The paper will be sent exclusively through electronic upload made available on the Congress website and will be stored in a restricted access file, exclusive to the Technical Committee, through the Technical Coordinators. 

Art. 10 - Until September 20, 2016 the authors of the papers will be notified of acceptance or rejection through e-mail and public notice given on the Congress website. 
Paragraph 1 - The Technical Committee will communicate only with the main author. 
Paragraph 2 – Maximum accepted number of authors is 5 (five). 
Paragraph 3 – Only up to 2 (two) papers by author will be accepted. 
Paragraph 4 - The main author is responsible for the presentation of the order of the other author’s  names in the paper, and communicate them the Technical Committee’s decisions.

Art. 11 - The identification of the author(s) will be present only in the registration form. Any paper with authorship identification will  be disconsidered. The two digital files will follow separated paths until the end of the Congress, when the Technical Coordinators will identify and announce the award-winning papers and their authors. 

CHAPTER IV - STRUCTURE AND FORMAT 

Art. 12 - A paper must contain all items presented as follows, with no exceptions: 

1.    ABSTRACT, with title in bold letters, in centered paragraph format, followed on the next line with its contents, in a sole paragraph, in justified format. The abstract should have no more than two hundred (200) words. 

2.    KEYWORDS: after the ABSTRACT, leave a blank line and inform 3 (three) to 5 (five) keywords in bold and italics, aligned left, separated by commas, with only the first letter of each keyword capitalized.

3.    One or more EXPOSURE chapters, followed or not by graphs, tables, photographs or other attachments. 

4.    A final topic of CONCLUSIONS or CONCLUSIONS and RECOMMENDATIONS.

5.    BIBLIOGRAPHY and other sources referenced in the text. 

6.    ATTACHMENTS and / or EXHIBITS, if applicable.

7.    DEVELOPMENT should follow the rules set in Art. 13.

Art. 13 - Towards the acceptance of a paper in the XXXI UPAV Congress proceedings and the standardization of the judgment, the format below must be strictly followed: 
•    Maximum file size should be 10 MB in "PDF" format.
•    Files larger than 10MB will be automatically excluded, the main author being informed. 
•    Page A4 size (21.00 / 29.70 cm), 2.50cm margins, except left margin (3.50cm).
•    Arial font, size 12. 
•    The text should be typed in one column and frameless, in normal style, justified alignment, single spacing between lines and regular spacing between characters. Do not leave any space between two subsequent paragraphs and apply left indentation of 1.25cm in the first line. 
•    Neither logo nor watermark of any kind should be inserted.
•    The paper body should contain neither identification of authorship, nor any possibility of direct or indirect identification, transgression will lead to EXCLUSION. 
•    Maximum size of 40 (forty) pages, including graphs, photos with explanatory caption content, attachments, bibliography.
•    Numbering at the right of the page footer, showing the page number and the number of pages (e. g. 1/10). 

CHAPTER V - PROCEDURES FOR TECHNICAL / SCIENTIFIC PAPERS JUDGEMENT 

Art. 14 - The Technical Committee, through the Technical Coordinators, using an exclusive password, will have access to the paper submission system, and will distribute the accepted papers to the members of the Judging Committee.
Paragraph 1 - The Judging Committee will be selected and contacted by the Technical Committee of the Congress from a list of renowned professionals affiliated to the entities that comprise the UPAV.
Paragraph 2 - The Judging Committee shall consist of 4 (four) professionals linked to IBAPE and 6 (six) professionals nominated by other Pan-American associations. 
Paragraph 3 - The electronic system will contain, for each paper, an identification form with restricted access and the abstract without any data allowing identification of the author or authors, even to the Technical Committee. 

Art. 15 - The papers will be received and distributed by the Technical Committee to all Judging Committee members, professionals with knowledge and experience in the subject areas.

Art. 16 - The Judging Committee members should have domain of this Regulation of Technical/Scientific Paper Presentation. 
Paragraph 1 - Each Judging Committee member must immediately observe whether the paper authorship is identified or identifiable. 
Paragraph 2 - In case the paper authorship is identified or clearly identifiable, the Judging Committee member should discontinue its evaluation and report to the Technical Committee in order to proceed its exclusion. 

Art. 17 - The Judging Committee members will have the attribution to analyze the papers, including their compliance with all requirements in this regulation, sending the results to the Technical Committee for final report. 

Art. 18 - Doubts raised about these regulation criteria,  should be addressed to the Technical Committee, by electronic means, to comitetecnicoupav2016@chriar.com.br and the answers will be publicized on the XXXI UPAV Congress website.

Art. 19 - All communication between the Technical Committee and each of the Judging Committee members will remain confidential. There will be no direct communication of Judging Committee members among themselves or disclosure of any information about the paper evaluation process. 

Art. 20 - The paper should receive, from each Judging Committee member, grades from 01 (one) to 10 (ten) for each of the attributes defined in Art. 21, which will be part of its weighted final grade. 
Paragraph 1 - The average grade of the paper will be the simple average of the grades presented by the Judging Committee members. 
Paragraph 2 - In case the paper is not conform to any of the elements related to format, i.e., as to its presentation, even then, it will be evaluated and the non-conformities should be noted in the comments and considered in the final grade. 
Paragraph 3 - The paper will be published with the same formatting and text that were submitted, with no possibility of further editing by the author. 
Paragraph 4 - The grades should be added to an electronic spreadsheet and sent to the Technical Committee through the same webpage.

Art. 21 - Criteria for judging the papers are: 
•    Suitability of the proposed theme (weight 0.5) 
•    Originality and innovation (weight 2) 
•    Technical / scientific content (weight 4) 
•    Thematic relevance (weight 2) 
•    Writing quality (weight 1) 
•    Suitability for proposed formatting (weight 0.5) 

Art. 22 - After calculating the weighted grade, every Judging Committee member will express whether he/she is favorable or not to the paper presentation and publication, justifying his/her opinion. The Technical Committee will ultimately decide on the paper publication.
Paragraph 1 - The 20 (twenty) best rated papers will be selected for presentation at the Congress. 
Paragraph 2 - All the papers approved by the Technical Committee, presented or not at the Congress, will be published in the Congress proceedings.
Paragraph 3 - The final decisions regarding presentation and publication are not subject to appeal of any kind. 

CHAPTER VI - PAPER PRESENTATION 
Art. 23 - Selected papers will be presented by at least one of the authors, to be entitled for awarding.
Paragraph 1 - The author(s) of selected papers must present them orally according to schedule established by the Congress Organizing Committee. 
Paragraph 2 - Presentations should use the XXXI UPAV Congress template, available for download on the website, not including logos and trade references of any kind. 
 

Art. 24 - Paper sessions will be thematically grouped, with each speaker having 25 minutes to present, with additional 10 minutes at the end of the presentation, for questions and discussion. 

CHAPTER VII - AWARDS 

Art. 25 - During the Closure Plenary Meeting of the XXXI UPAV Congress, a Medal and a Certificate will be granted to the 3 (three) best papers. 
Paragraph 1 - The awarded papers  above will be also entitled to a prize in money to be divided among each group of authors, corresponding to US$700, US$500 and US$300 for the 1st, 2nd and 3rd places, respectively. 
Paragraph 2 – 3 (three) Honorable Mention diplomas will be granted to other best classified papers, following the Technical Committee’s discretion. 
Paragraph 3 - Only affiliated members of associations that comprise the UPAV are entitled to be distinguished with awards. 
Paragraph 4 - Only members who register in the Congress will be awarded with prizes. 
Paragraph 5 – Papers presented by members of the Organizing Committee of the Congress or the Technical Committee will not compete for awards. 

CHAPTER VIII - CERTIFICATES 
Art. 26 - Each paper author awarded with a Medal or Honorable Mention will be entitled to an Award Certificate. 

Art. 27 - Each paper author approved for oral presentation at the Congress will be entitled to a Participation Certificate delivered following the presentation. 

Art. 28 - Members of the Organizing Committee of the Congress, the Technical Committee and Judging Committee shall be entitled to a Special Participation Certificate. 

CHAPTER IX - REPRODUCTION RIGHTS 

Art. 29 - By submitting the paper for the XXXI UPAV Congress, the author(s) are automatically granting the copyright to UPAV and IBAPE, regardless of any other formality. This concession exempts of any compensation or indemnification to the author(s) and it will be valid for any publication related to, printed or electronic, during or after the Congress, always with the mandatory disclosure of the author’s (s’) name. 
Sole paragraph – The authors are solely responsible for any damage to third parties that may be claimed in the future related to their authorship. 

CHAPTER X - FINAL PROVISIONS 
 

Art. 30 - Omissions in this Regulation shall be evaluated and decided by the Technical Committee in final form, not subject to appeal of any kind.
